On March 23, a meeting of the Commission on Lift System of the Public Council under the Ministry of Construction, Housing and Utilities of the Russian Federation was held in Moscow.
At the beginning of the meeting, Head of the Commission Sergey Chernyshov gave Lev Wolf-Trop a certificate of acknowledgement for the active participation in the commission’s activities and contribution to the development of the regulatory and technical base of lift system, Chairman of the Technical Committee TC 209 "Elevators, escalators, passenger conveyors and lifting platforms for disabled people." Vartan Avakian, General Director of OJSC Moslift, was also honored for their active participation in the work of a public body, for their contribution to the development of the lift industry of the Russian Federation, and in connection with the 50th anniversary.
Further, the experts analyzed the progress of the project of the department of the Ministry of Construction for the accelerated replacement of lifts and the Rules for the organization of safe use and maintenance of elevators, lifting platforms for disabled people, passenger conveyors (moving walkways) and escalators, with the exception of escalators in the metro approved by Order No. 743 of the Government of the Russian Federation of June 24, 2017, was held at the Ministry of Construction of Russia.
Elena Solntseva, Head of the Department for Construction and Housing and Communal Services of the Russian Federation, recalled that amendments to the Housing Code of the Russian Federation (HC of the RF) established the priority for replacing elevators in formulating regional overhaul programs. Now, the subjects of the Russian Federation pay more attention to the repair and replacement of domestic lifting equipment according to the short-term overhaul plans. She told that on the instructions of the Deputy Prime Minister of the Russian Federation, Dmitry Kozak, the Ministry of Construction of the Russian Federation was engaged in bringing the wording of art. 166 LC of the RF in terms of the name of works on repair and replacement of elevators in accordance with the wording of the Technical Regulations of the Customs Union (ТR CU) "On safety of elevators." Transfer of the text of the legislative initiative for the adjustment of Art. 166 Housing Code of the Russian Federation to deputies of the State Duma of the Russian Federation is expected shortly. In addition, it is likely that the Ministry of Construction of the Russian Federation, following the results of monitoring the implementation of the RF Decree of June 24, 2017 No. 743, will appeal to the Government of the RF with a set of proposals for the correction of the decree.
At the meeting, the experts also discussed the prospects for including the technical examination procedure in the auctions for the replacement of elevators in the framework of the overhaul programs for multi-family dwellings and learned about the situation on updating the TR TU Lists of standards "On safety of elevators."
